Ingredients
Dough:
1 cup butter, softened (room temperature, not melted)
½ cup powdered sugar
1 ¼ cups all-purpose flour
¾ cup cornstarch

2 tablespoons very soft butter
3 oz cream cheese, softened
Dash of salt
1 tablespoon lemon zest
2 ½ cups powdered sugar (adjust to preferred consistency)
Instructions
In a mixing bowl, cream together the softened butter and powdered sugar until smooth and fluffy.
Gradually stir in the flour and cornstarch until the dough comes together and is well combined.
Cover the dough with plastic wrap and chill in the refrigerator for at least 30 minutes.
Preheat the oven to 325°F (163°C). Roll the chilled dough into 1-inch balls and place them on ungreased cookie sheets.
Bake for 15-18 minutes, or until the edges are lightly golden. Let the cookies cool completely on a wire rack.
Frosting:
In a bowl, beat the butter, cream cheese, and a dash of salt until smooth and creamy.
Add the lemon zest, and gradually mix in the powdered sugar until the frosting reaches a spreadable consistency.
