For the Brownie Layer:
2 tablespoons softened unsalted butter (for greasing)
4 large eggs
2 cups sugar
8 ounces unsalted butter, melted
1 1/4 cups sifted cocoa powder
1 teaspoon vanilla extract
1/3 cup sifted flour
1/2 teaspoon kosher salt
For Chocolate Mousse:
10 ounces finely chopped milk chocolate
2 1/2 cups chilled whipping cream
7 grams gelatin
2 tablespoons water


Instructions

For the Brownie Layer:
Preheat oven to 325°F.
Line a 13×9 inch pan with parchment paper, butter the pan, and set aside.
In a mixer with a wire attachment, beat eggs until fluffy and light yellow. Add sugar and beat until combined. Add melted butter, cocoa, vanilla, flour, and salt; mix until smooth.
Pour into prepared pan, bake for 30-35 minutes or until a toothpick inserted comes out with a few crumbs.
Cool in pan on a rack.
For Chocolate Mousse:
Melt chocolate over a pot of simmering water; set aside.
Mix gelatin with water; let sit 10 minutes to bloom.
Heat 1/2 cup cream, add gelatin, dissolve fully.
Whisk half the cream mixture into the chocolate, add the remainder, and combine until smooth.
Whip the rest of the cream to soft peaks, fold into chocolate.
Pour over cooled brownie, refrigerate overnight.
To serve, lift out, dust with cocoa, and cut into bars.
